Forestry for Popularity
In 1974, Indonesia’s community-based forestry policy underwent an important shift when the state-owned forestry corporation Perhutani adopted the “Prosperity Approach” (Pendekatan Kesejahteraan) on Java. It sought to balance industrial timber production with the welfare of local communities, whose access to forest land had previously been heavily restricted. This policy became an early foundation for the development of Indonesia’s nationwide Social Forestry system.
